The U.S. Commission on Ocean Policy (USCOP) was an independent, bipartisan commission that was established by the Ocean Act of 2000 to conduct a comprehensive review of U.S. ocean policy and to make recommendations for its reform. The commission was charged with evaluating the current state of the nation’s oceans and coasts, identifying the challenges and opportunities they present, and recommending a new framework for ocean policy that would be responsive to the needs of the 21st century.
