The Mutual Security Agency (MSA) was a United States government agency that was responsible for administering foreign aid programs from 1951 to 1953. The MSA was created by President Harry S. Truman in response to the Korean War and the perceived threat of Soviet expansion during the Cold War. The agency was responsible for coordinating and administering various foreign aid programs, including military assistance, economic assistance, and technical assistance, to countries around the world. The MSA was later replaced by the Foreign Operations Administration (FOA) in 1953.
